Burlingame High School’s Community Norms
In order to create a more inclusive community within Burlingame High School, students and faculty members collaborated to create these shared values listed below. By having a shared language, our goal is to build a community of accountability where all members value respect, responsibility, and empathy. These values exist in all spaces and at school events within our community. They will be in our classrooms, on our campus, and at our activities and athletic events. If we want to be a part of a supportive and loving community, we need to see, hear, and value every single member. BHS students and families will be formally introduced to the community norms and values, and their corresponding behaviors, upon return to school each fall.

Student Conduct and Disciplinary Action
The Education Code sets out grounds for suspension and expulsion. The following examples of prohibited conduct do not include all the legal grounds for student discipline. Students violating the Code of Conduct (at school, school events, or traveling to/from school or school events) are subject to detention, suspension, expulsion, or transfer.
When a student is suspended, a reasonable effort will be made to contact the parent/guardian in person or by phone. A suspended student is not permitted to be on any district campus or attend any school event in the district. Police may be contacted. Upon request, the teacher may provide assignments to students on suspension; however, giving credit for these assignments is at the teacher’s discretion (Ed. Code 48913). Students who are suspended may not attend or participate in school-related events for 30 calendar days from the date of the suspension. Any student under the influence or in possession of alcohol or drugs at a school event may not attend or participate in school-related events for 30 calendar days from the date of the suspension. If the incident occurs at a school dance, the student may not attend the next BHS school dance.
When a student-athlete violates the BHS Code of Conduct and is suspended from school, the student-athlete will also be suspended from participating with their team. A player who is suspended is not allowed to practice, play in a game, or participate in any team functions for the duration of the athletic suspension. The athletic suspension starts the 1st day of the suspension and will be enforced for a 10-period. Repeated suspensions will result in removal from the team.
Discipline Focus
Teachers are expected to be proactive when working with students and developing classroom management strategies. Classroom management strategies may include the following phases: warning, side conversation to counsel the student, behavior modification techniques (like a secret signal), change of seat, classroom behavior contract, teacher detention, etc. If students do not modify their behavior, the classroom teacher is encouraged and expected to contact the parent via email, telephone or conference. Communication with the home is key when a student is continually disruptive. Once a student is referred to the grade-level Assistant Principal for discipline, that student may be assigned a school detention, Friday Work Study, or suspension.
Discipline Policy
Attendance related consequences: Consequences related to attendance (tardies and truancies) are queried out of the AERIES attendance database and assigned based on the policy outlined in the student handbook. Teachers should notify the student of their concerns regarding timeliness and attendance; however, they are not responsible for assigning detentions for attendance reasons. The progression of discipline is detention, Friday Work Study, loss of privileges, and referral to the BHS Truancy Process.
Behavior related consequences: Consequences related to behavior are assigned by the grade-level Assistant Principal as outlined in the student handbook. Teachers are expected to contact parents/guardians whenever a student is sent to the office for behavioral intervention. Depending on the situation, the consequence could be detention, Friday Work Study, assignment to other site/district intervention programs or other Restorative Practices, suspension, or expulsion. For serious offenses, students may be put on a behavior contract or formal reprimand, and law enforcement officers will be included when appropriate.
Mutual Respect and Tolerance
The San Mateo Union High School District is committed to the premise that, on high school campuses, full participation in the educational process must be in an environment that is free from harassment based on race, color, religion, ancestry, national origin, immigrant status, homelessness, economic status, gender, sexual orientation, marital status, age, medical condition, or physical or mental disability.
At the same time, the San Mateo Union High School District is committed to protecting freedom of speech to guarantee the free exchange of ideas. This protection is of great importance on District campuses where the free exchange of ideas fosters knowledge, individual growth, and tolerance for new and different ideas. However, speech or expression used as a weapon to harass specific victims is not tolerated and is to be condemned. Accordingly, the Board of Trustees has adopted the following:
The District shall take all steps necessary to provide a positive educational and employment environment which encourages equal educational opportunities. The District will actively seek to educate staff and students on the deleterious effects of expressions of hatred or contempt based on race, color, religion, ancestry, national origin, immigrant status, homelessness, economic status, gender, sexual orientation, marital status, age, medical condition, or physical or mental disability and will promote equality and mutual respect and understanding among all groups and individuals.
The District recognizes that the expression of certain ideas which might be regarded as unpopular or offensive is protected by the First Amendment. Burlingame High School and the SMUHSD Board of Trustees will not, however, permit the harassment of an individual or specific individuals on the basis of their race, color, religion, ancestry, national origin, immigrant status, homelessness, economic status, gender, sexual orientation, marital status, age, medical condition, or physical or mental disability. Standards of conduct for students and the applicable sanctions for violating the standards of student conduct are contained in the Student Handbook.
Violations of this policy will be referred to the administration for possible referral to counseling agencies, detention, Friday Work Study, suspension, expulsion, or administrative transfer.
Progressive Discipline Process
BHS expects all students to comport themselves in a respectful manner and contribute to a positive campus climate. For student behaviors that do not align with this positive expectation, the following chart shows the progressive discipline process followed at BHS. The chart provides possible consequences for different types of behavior issues and is organized by education code violations. A student may receive consequences in addition to those listed below. These consequences are administered in addition to classroom consequences, when appropriate.

Academic Integrity Policy
Cheating or academic dishonesty is a serious violation of the Burlingame High School Honor Code.
Therefore the school has adopted procedures to deal with students who:
- Receive or provide information during a quiz or test.
- Receive or provide information on quizzes or tests given during an earlier period.
- Use unauthorized material on quizzes or tests.
- Use ideas or written material from other sources - students or professional writers – without acknowledging the source in their own writing (plagiarism).
- Use or copy another student’s homework or other written assignments when not authorized by the teacher to do so.
- Allow other students to use their work on assignments, quizzes, or tests, including the sharing of electronic documents (i.e. Google Docs).
- Turn in the same work as another student(s) when the teacher has required it to be an individual assignment.
- Obtain or provide unauthorized access to teacher-made materials.
The list above is not meant to be all-inclusive, and teachers will apply this policy as outlined in their course syllabi. Students should consult their teacher before acting if they are not sure that their actions will violate the Academic Honesty Policy.

Any student removed from a class due to an Academic Honesty violation may not re-enroll in that course until the semester of the drop has ended. This includes graduating seniors.
FlexTime
Flex time is a 40 minute period offered on EVEN block days that provides students the time to support their own academic achievement and practice time management skills.
Flex time allows students to:
- make-up or re-take tests/quizzes/assignments
- get help with assignments or projects
- have time for homework completion
- have time to work on group projects
- have access to college/career information from the School Counselors
- Participate in school sponsored interventions for academic and and social emotional support
For flex time to be effective, students must make wise choices about how to best use their time. Students will register for Flex classes prior to Flex time using the Teachmore App. LINK Students will register in advance for specific teachers or classrooms, or may be assigned by BHS staff in advance to a specific room or program. A controlled check-in process will take place at the beginning of each Flex period. BHS student ID cards are used for this check-in process. Students may check into only one classroom during a flex time period. All teachers will expect that students bring the materials they need to work productively for each flex period. In addition, students will be expected to follow all of the codes of conduct established by Burlingame High School and any additional rules (regarding food, drink, bathroom passes, technology use, etc.) created by the individual teacher whose room the student checks into.

FlexTime Student Behavior:
Teachers will address behavioral problems as they would during a regular class period.
Students will scan in with the ID cards for each flex time period and be expected to attend the session that they signed up for in advance using the Teachmore app. This check-in process will ensure that the administration knows where students are if there is an emergency. If a student doesn’t scan into a class for FlexTime, they will be considered truant, and assigned to Friday Work Study.
Extra-Curricular Activities
Students at comprehensive high schools who fail to maintain the requirements listed below will be placed on academic probation and will be ineligible to participate in athletics & extra-curricular activities during the following six-week grading period. Extracurricular activities include but are not limited to spirit squad, student government programs, and drama/music/dance productions. Students will also be ineligible for a work permit.
9th, 10th and 11th Grade Student Eligibility:
- Three requirements:
- 2.00 GPA or above,
- Currently passing 20 units or more, and
- No more than one F grade.
12th Grade Student Eligibility:
- Satisfy the C.I.F. eligibility requirements:
- 2.00 GPA or above
- Currently passing 20 units or more
Dance regulations: Sexually suggestive dancing or dress is not allowed. Students who leave the dance may not re-enter.
No Sell Lists - Dances/Games
Dances are an important part of the high school experience - they allow students to engage with their peers in a positive way outside of the classroom. To participate in dances, we expect that students are attending classes and completing classwork regularly.
Students will be placed on the “No Sell List” and will be ineligible to participate for the following reasons:
- Failure to serve detentions
- Fourteen (14) or more cumulative tardies on the permanent attendance record
- Fourteen (14) or more cumulative cuts/truancies/unexcused absences on the permanent attendance record
- Suspension (within 10 days of the date of the dance for most infractions; 30 days for drug/alcohol infraction).
- Unpaid parking tickets
- Unpaid textbook, athletic, or library fines
- If more than one student is found in a bathroom stall with other student(s), those two or more students will be removed from the game/dance/activity or subject to referral with the Dean/Administration.
The “No Sell List” is emailed to students on the list prior to dance/game ticket sales. It is the student’s responsibility to check the attendance record daily on Aeries. Please address any questions about these policies and consequences to the administration.
Closed Campus
Students are informed about the off-limits areas of the campus during the annual school year orientation by administration. Students are to remain on campus once they arrive, including during brunch and lunch. They are not to leave until they have completed their school day.
Off-limit areas on campus during school include the following areas: parking lots, vehicles, the Peninsula Tennis Club, athletic fields, all pool facilities, front of the A Building, behind the portable classrooms, Washington Park, and tennis courts. Students in violation of off-limit or closed-campus regulations will be searched and receive Friday Work Study (FWS). Parents will be contacted regarding this violation. Subsequent violations will result in suspension and placement on a discipline contract.
Students are only allowed in the gym locker room during their PE class period or other school related activities under the supervision of BHS staff. Students in the gym locker room without staff supervision are subject to suspension.
Only during lunch will students be permitted to access the blacktop area and back practice field. Students will not be permitted to access the blacktop area and softball field during passing break/brunch.
Driving and Parking
Student parking on campus is a privilege and limited to Seniors only. No sophomores or juniors are permitted to park anywhere on campus during school hours. Student parking is limited to the designated student parking spaces on campus. There are 22 student parking spaces. Once parking is full, students are required to park off campus on Carolan Avenue.
Automobiles improperly parked are subject to fines and may be towed. Illegal or unauthorized parking will be subject to disciplinary action, and loss of parking privileges. Parking is prohibited in fire lanes.
The campus speed limit is 10 miles per hour. Students who drive in an unsafe manner may receive detention, FWS, or suspension, and/or lose their on-campus driving and parking privileges. Burlingame Police Department may also issue a ticket.
Parking lots are out-of-bounds for students. Once students arrive on campus, they should not remain in their cars. If during the day they need to go to their car, they should ask permission from an administrator or campus security. Students loitering in parking lots will be disciplined for an off campus/out of bounds infraction, as part of our closed-campus school rules.
Cars should be kept locked at all times. Articles of value should not be left in the cars. Scooters or motorcycles should be locked and parked in the designated area. As permitted by Education Code, school administration may search any student vehicle on campus.
There is NO LEFT TURN onto Carolan Drive from the Mangini Loop. BPD will ticket drivers who disregard the sign.
Deliveries for Students - Food & Other Items
Students and/or parents/guardians are not permitted to order food for delivery to Burlingame High School. Delivery services such as Doordash, Grubhub, Uber Eats, etc. will not be accepted and may result in disciplinary action. Families should limit Main Office drop-offs of food or other items to a minimum. The Office Staff cannot be responsible for any items dropped off nor for sending notifications or items to students. Students can pick up items in the Main Office only, during brunch, lunch, or after school. All items not picked up by the end of the day will be discarded. Students are not allowed to receive deliveries during school hours on school property. As a reminder, we are a closed campus and this policy supports safety for the entire school community.
Trespassing
Students shall not willfully enter or remain in or on any school structure, conveyance, or property without proper authorization by school personnel. Students are expected to leave the campus upon the completion of their classes for the day. No student shall be on the campus of another school other than his or her assigned school without the knowledge and consent of the officials of the school he or she is visiting. SMUHSD students who are found on a campus other than their home school will be assigned detention for their first offense, with FWS and then suspension thereafter. No student shall refuse to depart from the property of a SMUHSD school after being requested to do so. Police may be called to intervene in cases of trespassing.
Skateboards/Rollerblades/Rollerskates/Bicycles
Skateboards/rollerblades/roller-skates/bicycles are not to be ridden on campus and should be placed in an approved storage facility. Repeat offenses will be referred to the administration for disciplinary action.
Bus Safety
The rules for student conduct on school buses are the same as for classroom/campus conduct. Bus drivers are charged with the responsibility of reporting to appropriate school officials, violations of rules when they are serious, or when a student does not respond to their verbal request for minor violations. However, a school official also has the authority to respond to any rule violation when reported by persons other than the driver.
Identification Cards
Students must have an Identification Card with them at all times when attending school or a school function. This card will be required to make use of the library services and to sign in for attendance during FlexTime and extracurricular activities (like dances). Students will present their ID card when requested by a staff member. Cards are not transferable and can be replaced for a $5 fee in A134. Students must identify themselves to staff members upon request.
Lockers
Students are responsible for all items stored in their locker, regardless of who owns the items. In addition, students who store prohibited items in their locker or in another student's locker will face school disciplinary actions.
Locker Room Policy
The purpose of the BHS Locker Room Policy is to maintain a safe, clean and secure environment for all students and their belongings, and encourage and teach respect for BHS and personal property.
- BHS is not responsible for lost, stolen, or damaged personal property. Students should never leave items unsecured in the locker rooms. Students are responsible for their own belongings. All backpacks and athletic bags must be secured in a locked locker.
- Lockers are to be used only for PE classes or after-school athletics for legitimate purposes only. Do not store anything other than PE necessities in your PE locker. No one is allowed in the locker rooms at any time other than when they have a PE class or are involved in an after school athletic activity. The locker rooms remain locked during class and after school for the security of all students. If someone is in the locker room that does not belong, notify a PE teacher immediately.
- Each student will have his/her own gym locker. Students are issued a BHS combination lock, and each student must know his/her own combination on a daily basis. Students should never share their combination with another student. Students should not share lockers. No one is allowed to use another's locker for storage in any way. Should there be a problem with a lock or locker, notify a PE teacher immediately.
- Make sure your lock is locked on your locker before leaving the locker room. Never place your lock on the bench or ground. Students who lose their locks during the semester or do not turn in their school issued locks at the end of the school year will be issued a book bill for $6.00.
- For the privacy of everyone, use of cell phones or cameras of any kind is prohibited in the locker room. There are no cell phones or electronic devices allowed out in the open in the locker room anytime. Please keep cell phones, iPods, PDAs, etc. in your backpack. If they are visible or out in the open, they will be confiscated. Photos taken in the locker room will be confiscated and handed over to Burlingame Police.
- All lockers are the property of BHS. A fee will be assessed for locker damage caused by negligence or abuse.
- Please report any facility problems and/or injuries to the PE teacher on duty immediately.
- Absolutely no food or beverages (with the exception of water bottles) are allowed in the locker rooms.
- Fighting is never allowed & may be cause for suspension. Being in the locker room without permission or entering the locker room by force may be cause for suspension.
- When leaving the locker room, it should be left undamaged and clean. Be sure to put all trash including tape balls, paper, and empty water bottles into the trash can. Students and athletes are required to pick up after themselves so the locker rooms are ready for the next class period.
Please report any theft to PE teachers IMMEDIATELY.
Cell Phone Policy
Cell phones should be silenced and put away in backpacks during class time.
Why? Phones take you away from being present and engaging in your learning and our class needs you to be a positive participant.

48900.5 | (a) Suspension, including supervised suspension as described in Section 48911.1, shall be imposed only when other means of correction fail to bring about proper conduct. A school district may document the other means of correction used and place that documentation in the pupil’s record, which may be accessed pursuant to Section 49069. However, a pupil, including an individual with exceptional needs, as defined in Section 56026, may be suspended, subject to Section 1415 of Title 20 of the United States Code, for any of the reasons enumerated in Section 48900 upon a first offense, if the principal or superintendent of schools determines that the pupil violated subdivision (a), (b), (c), (d), or (e) of Section 48900 or that the pupil’s presence causes a danger to persons. (b) Other means of correction include, but are not limited to, the following: 1. A conference between school personnel, the pupil’s parent or guardian, and the pupil. 2. Referrals to the school counselor, psychologist, social worker, child welfare attendance personnel, or other school support service personnel for case management and counseling. 3. Study teams, guidance teams, resource panel teams, or other intervention-related teams that assess the behavior, and develop and implement individualized plans to address the behavior in partnership with the pupil and his or her parents. 4. Referral for a comprehensive psychosocial or psychoeducational assessment, including for purposes of creating an individualized education program, or a plan adopted pursuant to Section 504 of the federal Rehabilitation Act of 1973 (29 U.S.C. Sec. 794(a)). 5. Enrollment in a program for teaching prosocial behavior or anger management. 6. Participation in a restorative justice program. 7. A positive behavior support approach with tiered interventions that occur during the school day on campus. 8. After-school programs that address specific behavioral issues or expose pupils to positive activities and behaviors, including, but not limited to, those operated in collaboration with local parent and community groups. 9. Student Conduct and Disciplinary Action
The Education Code sets out grounds for suspension and expulsion. The following examples of prohibited conduct do not include all the legal grounds for student discipline. Students violating the Code of Conduct (at school, school events, or traveling to/from school or school events) are subject to detention, suspension, expulsion, or transfer.
When a student is suspended, a reasonable effort will be made to contact the parent/guardian in person or by phone. A suspended student is not permitted to be on any district campus or attend any school event in the district. Police may be contacted. Upon request, the teacher may provide assignments to students on suspension; however, giving credit for these assignments is at the teacher’s discretion (Ed. Code 48913). Students who are suspended may not attend or participate in school-related events for 30 calendar days from the date of the suspension. Any student under the influence or in possession of alcohol or drugs at a school event may not attend or participate in school-related events for 30 calendar days from the date of the suspension. If the incident occurs at a school dance, the student may not attend the next BHS school dance.
When a student-athlete violates the BHS Code of Conduct and is suspended from school, the student-athlete will also be suspended from participating with their team. A player who is suspended is not allowed to practice, play in a game, or participate in any team functions for the duration of the athletic suspension. The athletic suspension starts the 1st day of the suspension and will be enforced for a 10-period. Repeated suspensions will result in removal from the team.
Discipline Focus
Teachers are expected to be proactive when working with students and developing classroom management strategies. Classroom management strategies may include the following phases: warning, side conversation to counsel the student, behavior modification techniques (like a secret signal), change of seat, classroom behavior contract, teacher detention, etc. If students do not modify their behavior, the classroom teacher is encouraged and expected to contact the parent via email, telephone or conference. Communication with the home is key when a student is continually disruptive. Once a student is referred to the grade-level Assistant Principal for discipline, that student may be assigned a school detention, Friday Work Study, or suspension.
Discipline Policy
Attendance related consequences: Consequences related to attendance (tardies and truancies) are queried out of the AERIES attendance database and assigned based on the policy outlined in the student handbook. Teachers should notify the student of their concerns regarding timeliness and attendance; however, they are not responsible for assigning detentions for attendance reasons. The progression of discipline is detention, Friday Work Study, loss of privileges, and referral to the BHS Truancy Process.
Behavior related consequences: Consequences related to behavior are assigned by the grade-level Assistant Principal as outlined in the student handbook. Teachers are expected to contact parents/guardians whenever a student is sent to the office for behavioral intervention. Depending on the situation, the consequence could be detention, Friday Work Study, assignment to other site/district intervention programs or other Restorative Practices, suspension, or expulsion. For serious offenses, students may be put on a behavior contract or formal reprimand, and law enforcement officers will be included when appropriate.
Mutual Respect and Tolerance
The San Mateo Union High School District is committed to the premise that, on high school campuses, full participation in the educational process must be in an environment that is free from harassment based on race, color, religion, ancestry, national origin, immigrant status, homelessness, economic status, gender, sexual orientation, marital status, age, medical condition, or physical or mental disability.
At the same time, the San Mateo Union High School District is committed to protecting freedom of speech to guarantee the free exchange of ideas. This protection is of great importance on District campuses where the free exchange of ideas fosters knowledge, individual growth, and tolerance for new and different ideas. However, speech or expression used as a weapon to harass specific victims is not tolerated and is to be condemned. Accordingly, the Board of Trustees has adopted the following:
The District shall take all steps necessary to provide a positive educational and employment environment which encourages equal educational opportunities. The District will actively seek to educate staff and students on the deleterious effects of expressions of hatred or contempt based on race, color, religion, ancestry, national origin, immigrant status, homelessness, economic status, gender, sexual orientation, marital status, age, medical condition, or physical or mental disability and will promote equality and mutual respect and understanding among all groups and individuals.
The District recognizes that the expression of certain ideas which might be regarded as unpopular or offensive is protected by the First Amendment. Burlingame High School and the SMUHSD Board of Trustees will not, however, permit the harassment of an individual or specific individuals on the basis of their race, color, religion, ancestry, national origin, immigrant status, homelessness, economic status, gender, sexual orientation, marital status, age, medical condition, or physical or mental disability. Standards of conduct for students and the applicable sanctions for violating the standards of student conduct are contained in the Student Handbook.
Violations of this policy will be referred to the administration for possible referral to counseling agencies, detention, Friday Work Study, suspension, expulsion, or administrative transfer.
Progressive Discipline Process
BHS expects all students to comport themselves in a respectful manner and contribute to a positive campus climate. For student behaviors that do not align with this positive expectation, the following chart shows the progressive discipline process followed at BHS. The chart provides possible consequences for different types of behavior issues and is organized by education code violations. A student may receive consequences in addition to those listed below. These consequences are administered in addition to classroom consequences, when appropriate.

Academic Integrity Policy
Cheating or academic dishonesty is a serious violation of the Burlingame High School Honor Code.
Therefore the school has adopted procedures to deal with students who:
- Receive or provide information during a quiz or test.
- Receive or provide information on quizzes or tests given during an earlier period.
- Use unauthorized material on quizzes or tests.
- Use ideas or written material from other sources - students or professional writers – without acknowledging the source in their own writing (plagiarism).
- Use or copy another student’s homework or other written assignments when not authorized by the teacher to do so.
- Allow other students to use their work on assignments, quizzes, or tests, including the sharing of electronic documents (i.e. Google Docs).
- Turn in the same work as another student(s) when the teacher has required it to be an individual assignment.
- Obtain or provide unauthorized access to teacher-made materials.

Any student removed from a class due to an Academic Honesty violation may not re-enroll in that course until the semester of the drop has ended. This includes graduating seniors.
FlexTime
Flex time is a 40 minute period offered on EVEN block days that provides students the time to support their own academic achievement and practice time management skills.
Flex time allows students to:
- make-up or re-take tests/quizzes/assignments
- get help with assignments or projects
- have time for homework completion
- have time to work on group projects
- have access to college/career information from the School Counselors
- Participate in school sponsored interventions for academic and and social emotional support
For flex time to be effective, students must make wise choices about how to best use their time. Students will register for Flex classes prior to Flex time using the Teachmore App. LINK Students will register in advance for specific teachers or classrooms, or may be assigned by BHS staff in advance to a specific room or program. A controlled check-in process will take place at the beginning of each Flex period. BHS student ID cards are used for this check-in process. Students may check into only one classroom during a flex time period. All teachers will expect that students bring the materials they need to work productively for each flex period. In addition, students will be expected to follow all of the codes of conduct established by Burlingame High School and any additional rules (regarding food, drink, bathroom passes, technology use, etc.) created by the individual teacher whose room the student checks into.

FlexTime Student Behavior:
Teachers will address behavioral problems as they would during a regular class period.
Students will scan in with the ID cards for each flex time period and be expected to attend the session that they signed up for in advance using the Teachmore app. This check-in process will ensure that the administration knows where students are if there is an emergency. If a student doesn’t scan into a class for FlexTime, they will be considered truant, and assigned to Friday Work Study.
Extra-Curricular Activities
Students at comprehensive high schools who fail to maintain the requirements listed below will be placed on academic probation and will be ineligible to participate in athletics & extra-curricular activities during the following six-week grading period. Extracurricular activities include but are not limited to spirit squad, student government programs, and drama/music/dance productions. Students will also be ineligible for a work permit.
9th, 10th and 11th Grade Student Eligibility:
- Three requirements:
- 2.00 GPA or above,
- Currently passing 20 units or more, and
- No more than one F grade.
12th Grade Student Eligibility:
- Satisfy the C.I.F. eligibility requirements:
- 2.00 GPA or above
- Currently passing 20 units or more
Dance regulations: Sexually suggestive dancing or dress is not allowed. Students who leave the dance may not re-enter.
No Sell Lists - Dances/Games
Dances are an important part of the high school experience - they allow students to engage with their peers in a positive way outside of the classroom. To participate in dances, we expect that students are attending classes and completing classwork regularly.
Students will be placed on the “No Sell List” and will be ineligible to participate for the following reasons:
- Failure to serve detentions
- Fourteen (14) or more cumulative tardies on the permanent attendance record
- Fourteen (14) or more cumulative cuts/truancies/unexcused absences on the permanent attendance record
- Suspension (within 10 days of the date of the dance for most infractions; 30 days for drug/alcohol infraction).
- Unpaid parking tickets
- Unpaid textbook, athletic, or library fines
- If more than one student is found in a bathroom stall with other student(s), those two or more students will be removed from the game/dance/activity or subject to referral with the Dean/Administration.
The “No Sell List” is emailed to students on the list prior to dance/game ticket sales. It is the student’s responsibility to check the attendance record daily on Aeries. Please address any questions about these policies and consequences to the administration.
Closed Campus
Students are informed about the off-limits areas of the campus during the annual school year orientation by administration. Students are to remain on campus once they arrive, including during brunch and lunch. They are not to leave until they have completed their school day.
Off-limit areas on campus during school include the following areas: parking lots, vehicles, the Peninsula Tennis Club, athletic fields, all pool facilities, front of the A Building, behind the portable classrooms, Washington Park, and tennis courts. Students in violation of off-limit or closed-campus regulations will be searched and receive Friday Work Study (FWS). Parents will be contacted regarding this violation. Subsequent violations will result in suspension and placement on a discipline contract.
Students are only allowed in the gym locker room during their PE class period or other school related activities under the supervision of BHS staff. Students in the gym locker room without staff supervision are subject to suspension.
Only during lunch will students be permitted to access the blacktop area and back practice field. Students will not be permitted to access the blacktop area and softball field during passing break/brunch.
Driving and Parking
Student parking on campus is a privilege and limited to Seniors only. No sophomores or juniors are permitted to park anywhere on campus during school hours. Student parking is limited to the designated student parking spaces on campus. There are 22 student parking spaces. Once parking is full, students are required to park off campus on Carolan Avenue.
Automobiles improperly parked are subject to fines and may be towed. Illegal or unauthorized parking will be subject to disciplinary action, and loss of parking privileges. Parking is prohibited in fire lanes.
The campus speed limit is 10 miles per hour. Students who drive in an unsafe manner may receive detention, FWS, or suspension, and/or lose their on-campus driving and parking privileges. Burlingame Police Department may also issue a ticket.
Parking lots are out-of-bounds for students. Once students arrive on campus, they should not remain in their cars. If during the day they need to go to their car, they should ask permission from an administrator or campus security. Students loitering in parking lots will be disciplined for an off campus/out of bounds infraction, as part of our closed-campus school rules.
Cars should be kept locked at all times. Articles of value should not be left in the cars. Scooters or motorcycles should be locked and parked in the designated area. As permitted by Education Code, school administration may search any student vehicle on campus.
There is NO LEFT TURN onto Carolan Drive from the Mangini Loop. BPD will ticket drivers who disregard the sign.
Deliveries for Students - Food & Other Items
Students and/or parents/guardians are not permitted to order food for delivery to Burlingame High School. Delivery services such as Doordash, Grubhub, Uber Eats, etc. will not be accepted and may result in disciplinary action. Families should limit Main Office drop-offs of food or other items to a minimum. The Office Staff cannot be responsible for any items dropped off nor for sending notifications or items to students. Students can pick up items in the Main Office only, during brunch, lunch, or after school. All items not picked up by the end of the day will be discarded. Students are not allowed to receive deliveries during school hours on school property. As a reminder, we are a closed campus and this policy supports safety for the entire school community.
Trespassing
Students shall not willfully enter or remain in or on any school structure, conveyance, or property without proper authorization by school personnel. Students are expected to leave the campus upon the completion of their classes for the day. No student shall be on the campus of another school other than his or her assigned school without the knowledge and consent of the officials of the school he or she is visiting. SMUHSD students who are found on a campus other than their home school will be assigned detention for their first offense, with FWS and then suspension thereafter. No student shall refuse to depart from the property of a SMUHSD school after being requested to do so. Police may be called to intervene in cases of trespassing.
Skateboards/Rollerblades/Rollerskates/Bicycles
Skateboards/rollerblades/roller-skates/bicycles are not to be ridden on campus and should be placed in an approved storage facility. Repeat offenses will be referred to the administration for disciplinary action.
Bus Safety
The rules for student conduct on school buses are the same as for classroom/campus conduct. Bus drivers are charged with the responsibility of reporting to appropriate school officials, violations of rules when they are serious, or when a student does not respond to their verbal request for minor violations. However, a school official also has the authority to respond to any rule violation when reported by persons other than the driver.
Identification Cards
Students must have an Identification Card with them at all times when attending school or a school function. This card will be required to make use of the library services and to sign in for attendance during FlexTime and extracurricular activities (like dances). Students will present their ID card when requested by a staff member. Cards are not transferable and can be replaced for a $5 fee in A134. Students must identify themselves to staff members upon request.
Lockers
Students are responsible for all items stored in their locker, regardless of who owns the items. In addition, students who store prohibited items in their locker or in another student's locker will face school disciplinary actions.
Locker Room Policy
The purpose of the BHS Locker Room Policy is to maintain a safe, clean and secure environment for all students and their belongings, and encourage and teach respect for BHS and personal property.
- BHS is not responsible for lost, stolen, or damaged personal property. Students should never leave items unsecured in the locker rooms. Students are responsible for their own belongings. All backpacks and athletic bags must be secured in a locked locker.
- Lockers are to be used only for PE classes or after-school athletics for legitimate purposes only. Do not store anything other than PE necessities in your PE locker. No one is allowed in the locker rooms at any time other than when they have a PE class or are involved in an after school athletic activity. The locker rooms remain locked during class and after school for the security of all students. If someone is in the locker room that does not belong, notify a PE teacher immediately.
- Each student will have his/her own gym locker. Students are issued a BHS combination lock, and each student must know his/her own combination on a daily basis. Students should never share their combination with another student. Students should not share lockers. No one is allowed to use another's locker for storage in any way. Should there be a problem with a lock or locker, notify a PE teacher immediately.
- Make sure your lock is locked on your locker before leaving the locker room. Never place your lock on the bench or ground. Students who lose their locks during the semester or do not turn in their school issued locks at the end of the school year will be issued a book bill for $6.00.
- For the privacy of everyone, use of cell phones or cameras of any kind is prohibited in the locker room. There are no cell phones or electronic devices allowed out in the open in the locker room anytime. Please keep cell phones, iPods, PDAs, etc. in your backpack. If they are visible or out in the open, they will be confiscated. Photos taken in the locker room will be confiscated and handed over to Burlingame Police.
- All lockers are the property of BHS. A fee will be assessed for locker damage caused by negligence or abuse.
- Please report any facility problems and/or injuries to the PE teacher on duty immediately.
- Absolutely no food or beverages (with the exception of water bottles) are allowed in the locker rooms.
- Fighting is never allowed & may be cause for suspension. Being in the locker room without permission or entering the locker room by force may be cause for suspension.
- When leaving the locker room, it should be left undamaged and clean. Be sure to put all trash including tape balls, paper, and empty water bottles into the trash can. Students and athletes are required to pick up after themselves so the locker rooms are ready for the next class period.
Please report any theft to PE teachers IMMEDIATELY.
Cell Phone Policy
Cell phones should be silenced and put away in backpacks during class time.
Why? Phones take you away from being present and engaging in your learning and our class needs you to be a positive participant.

48900.5 | (a) Suspension, including supervised suspension as described in Section 48911.1, shall be imposed only when other means of correction fail to bring about proper conduct. A school district may document the other means of correction used and place that documentation in the pupil’s record, which may be accessed pursuant to Section 49069. However, a pupil, including an individual with exceptional needs, as defined in Section 56026, may be suspended, subject to Section 1415 of Title 20 of the United States Code, for any of the reasons enumerated in Section 48900 upon a first offense, if the principal or superintendent of schools determines that the pupil violated subdivision (a), (b), (c), (d), or (e) of Section 48900 or that the pupil’s presence causes a danger to persons. (b) Other means of correction include, but are not limited to, the following: 1. A conference between school personnel, the pupil’s parent or guardian, and the pupil. 2. Referrals to the school counselor, psychologist, social worker, child welfare attendance personnel, or other school support service personnel for case management and counseling. 3. Study teams, guidance teams, resource panel teams, or other intervention-related teams that assess the behavior, and develop and implement individualized plans to address the behavior in partnership with the pupil and his or her parents. 4. Referral for a comprehensive psychosocial or psychoeducational assessment, including for purposes of creating an individualized education program, or a plan adopted pursuant to Section 504 of the federal Rehabilitation Act of 1973 (29 U.S.C. Sec. 794(a)). 5. Enrollment in a program for teaching prosocial behavior or anger management. 6. Participation in a restorative justice program. 7. A positive behavior support approach with tiered interventions that occur during the school day on campus. 8. After-school programs that address specific behavioral issues or expose pupils to positive activities and behaviors, including, but not limited to, those operated in collaboration with local parent and community groups. 9. Any of the alternatives described in Section 48900.6. |

48900.6. | As part of or instead of disciplinary action prescribed by this article, the principal of a school, the principal’s designee, the superintendent of schools, or the governing board may require a pupil to perform community service on school grounds or, with written permission of the parent or guardian of the pupil, off school grounds, during the pupil’s nonschool hours. For the purposes of this section, “community service” may include, but is not limited to, work performed in the community or on school grounds in the areas of outdoor beautification, community or campus betterment, and teacher, peer, or youth assistance programs. This section does not apply if a pupil has been suspended, pending expulsion, pursuant to Section 48915. However, this section applies if the recommended expulsion is not implemented or is, itself, suspended by stipulation or other administrative action.
